The Company

Setupuram Limited

An unlisted public limited company, incorporated in Tamil Nadu in 2004. Its principal asset is a 200-acre coastal land bank at Setupuram in Mandapam block of Ramanathapuram district, on the mainland side of the Pamban Bridge that connects to Rameswaram.

The land has been consolidated over two decades and is held directly by the company. Setupuram Limited is the vehicle through which infrastructure and technology investment is being brought to the site, working with a consortium of technical partners and international investors.

Why the southern coast

Coastal air is cooler and more thermally stable, which improves PUE and cuts the electricity spent on cooling. Closed-loop seawater heat exchangers open an option that inland sites do not have and do not compete with drinking water or agriculture. The southern coast also sits close to the international submarine cable landings that AI training and inference workloads increasingly need.

Why now

India's data centre capacity is on track to triple by 2029, and over 80% of new absorption in H1 2026 was high-density AI workloads. Global hyperscalers are already committing gigawatt-scale coastal projects in India. What has been missing is a project of the right scale outside the metros, on land that is already assembled and ready to build.

Google confirms US$15 billion for a gigawatt AI hub, on the eastern coast.

On 14 October 2025, Google confirmed a US$15 billion investment in a gigawatt-scale AI data centre hub at Visakhapatnam, on India's eastern coast, together with a new international submarine cable landing. Construction began in early 2026. Three linked campuses spanning roughly 480 acres, targeting over 1 GW of capacity by 2030, with partners AdaniConneX and Airtel. It is the largest single-country AI infrastructure commitment Google has ever made [4]. The three forces behind that decision, coastal geography, submarine cable proximity, and a coastal-state appetite for the industry, apply just as directly to the Tamil Nadu coast.

01 · The Physics

Density has changed everything

  • An NVIDIA H100 rack draws 35-45 kW. A GB200 NVL72 rack draws 120-140 kW. Three to four times the density of the previous generation [2].
  • Hyperscale AI campuses now run at 100-750 MW of continuous load. Inference is 80-90% of the sustained draw [2].
  • Air cooling delivers PUE of 1.3-1.6. Liquid cooling reaches 1.03-1.10. On a 1 GW campus, that difference is 250 MW of electricity a year.
02 · The Geography

The campus wants the coast

  • Coastal air is cooler and thermally more stable. Better starting temperature for cooling, better PUE.
  • Closed-loop seawater cooling returns water at controlled temperature. Does not compete with drinking water or agriculture.
  • Chennai took 50% of India's H1 2026 data centre supply, on the back of 8 international submarine cable systems landing there [1]. The southern coast, not the inland Deccan, is where the next tranche is being built.
03 · The Policy

The framework is in place

  • Data Centre Policy 2021 designates the sector as a distinct industrial category. C-category districts, including Ramanathapuram, carry the strongest incentives [3].
  • 100% stamp duty concession on private land. 50% land cost subsidy on ELCOT / SIPCOT / SIDCO land. 100% electricity tax subsidy for five years [3].
  • Open access charges reduced 50% versus conventional industries. Single window across 14 departments via the Guidance Bureau. MeitY central benefits apply on top.

The southern coast of Tamil Nadu has the physics, the connectivity, and the policy. What it has not yet had is a project of the right scale, outside Chennai. Setupuram is our attempt to close that gap.
